El Loco is a gigantic, more than 7' tall crazy bully of Rio Blanco. After a burro kicked him on the head he started to see visions; he claimed the old hotel was a holy place and threw everyone out. He stayed to guard it waiting for a divine message, as the hotel was the only place with a telephone.
Jason Roberts fed him with cayenne peppers (1000 times stronger than the jalapeno) which made him run to the plaza well. Thinking that the servant boy was responsible, he started beating him, but Jason, to save him, cause the hotel sign to fall on El Loco's head, neutralizing him.
